9.4.4 There must be a sufficient level of assurance that transactions enacted by a client can only have been carried out by the rightful holder of an electronic identity. This frustrates attempted denial of responsibility for fraudulent use. Moreover, clients need to be assured that the service providers cannot repudiate the service provider's part of a transaction. Equal y service providers might wish to be assured that government cannot repudiate its part in a transaction either.
