7.3.1 Client authentication attracts an impact level which is based on the highest impact of compromise of a client's electronic identity. The impact level for client authentication is calculated using the HMG Impact Level table presented at Annex D. 7.3.2 A client may wish to perform a transaction within an e-Government service which percolates through to other e-Government services (for example, performing a universal change-of-address). This transaction would attract an impact level equal to that of the highest impact of changing the relevant information for any of the services involved.87
