6.3.3 Some clients might wish to enrol to perform only some of the transactions
that are offered by an e-Government service (eg to support a lower level of
identity registration and enrolment). If an e-Government service is to enable such
a facility, appropriate access control measures and compartmentalisation of
services and information must be put into place.
