122. A rule or any part of one may be suspended without notice by a two-thirds majority of a meeting of Congress, provided that the suspension is not for the purpose of making a statement. A motion to suspend shall specify the business for which suspension is desired. The rule shall regain effect at the close of such business without further decision by Congress. No suspension of any part of the rules affecting elections or amendments to these shall have retrospective effect.
