9.4.6 A transaction may be comprised of several elements, involving more than one department or process.123 Measures to support non-repudiation might be required at a number of points for such a transaction. Such measures would enable the relevant parties to determine who originated the transaction, whether the transaction received matches the transaction sent, and whether the transaction was accepted by the recipient. For such cases, service providers wil need to determine not only what measures are required, but also at what points and how to coordinate them. Non-repudiation may also be required for other communications between e-Government services and trusted third-parties that are necessary to provide an end-to-end service.
