6.1.1 Enrolment is the process by which a client is enabled access to a specific e-Government service. Enrolment is concerned with establishing the entitlement of a client to receive an e-Government service (eg whether that client is eligible for tax credits). Identity registration, by comparison, is concerned solely with verifying the identity of a client. Before being enrol ed a client might first register their real-world identity to an appropriate level of assurance, or a pseudonym, with the service provider or a trusted third-party.
