5.5.8 Many-party registration involves a client registering their identity with one of several registration authorities, which validates the client's real-world identity to the required level of assurance. Having registered with one registration authority, the client's registration would be accepted to an appropriate level of assurance by a federation of other registration authorities without needing to register again with each of them. Many-party registration relies on the use of consistent or equivalent methods across the federation of registration authorities for the assessment and treatment of risk. Trust might be mediated by a third-party trust service approval scheme such as tScheme or equivalent, or enabled through bilateral or multilateral agreements between e-Government service providers.54 The balance-of-liability within such a model would require consideration.
