2.2.15 The choice of countermeasures must be considered in terms of risk to the service as a whole, cost of implementation, practicality and overal business benefit. The SIRO may choose not to implement some transaction-specific countermeasures where it is determined that these cannot be adequately supported but there is an overwhelming business need for the service.
