2.2.10 After assigning impact levels for a particular transaction within a service, the service provider wil need to determine how to deliver the functionality of the service. It might be most appropriate to assign a set of impact levels for each transaction, and to register, enrol and/or authenticate clients at different levels of assurance depending on the range of transactions that they wish to perform. Alternatively, it might be most convenient to define a single set of impact levels for all transactions within the entire service.
