  • Discretionary enrolment requires a client to provide a variety of evidence to support their claim for a parking permit. Evidence can be presented face-to-face at one-stop-shops; any other methods (remote or online) must be commensurate with this. For example, this could be achieved by communicating data between departments (subject to obligations under the DPA), checking databases or telephone/email communication by government users. 11.4.18 Particular consideration should also be given for the management of delegate accounts, and the requirements for providing evidence of a delegate's entitlement to act on a client's behalf.
